Gotham is still cleaning up the flood water and is a metaphor for the events in the underworld now that Falcone is dead. There is a flood of potentials into the scene to take over the Falcone empire from The Penguin to Sophia Falcone (Cristin Milioti) to Salvatore Maroni (Clancy Brown).
