Is creation of polls still an option?

Is Poll creation available? 

Am trying to create a poll in the toys section.

In the toys section, I used create new topic, chose the polls tab, filled in all the necessary, but got an error message that i needed to fill title in the Content tab (which creates a new thread) instead.

Didnt proceed as i didnt want to create confusion with a new thread that seemed empty....

Any advice on how to create a poll?
