It's not half size. Using the image and the measure tool in GIMP, the length of the ARMD is 172 pixels vs 115 pixels, so the new one is about 1/3 shorter making it 1/3000.

No idea, other than a separate listing with "(SP ver)" and a 4000 yen higher price. It is puzzling since there is no fast pack, external missiles or other upgrades known for VB-6 that can justify the price. Metallic coating just don't make sense for VB-6, so my current best guess is weathered paint job like the ones from Yamato.
