That's because both the arms and legs of the Hargun are add-on parts. In the anime, the Harguns had to drive into a truck to transform. Unlike the Garland, the arms and legs of the Harguns aren't part of the bike mode.

The standard Bandai Evangelion kits are about the same size as the 1/100 scale Gundam models. As far as quality goes, they're comparable to the standard 1/100 Gundam models. If you've built any of the Gundam Seed 1/100 scale models, you have a fairly good idea of what to expect from the Eva kits.
